Likewise, my family never received a Birth Certificate when I was born in march of 1973, but rather a certificate of birth, which isn't the same thing. I never knew this and used it many times over the years to get my drivers license, etc. But when I went to get a passport they wouldn't accept it. New laws meant that I needed a copy of the actual Birth Certificate. I went to the county clerk where I was born to get a copy of my official birth certificate and why I was given something else besides, and she told me basically 'back then it really wasn't as important, and most hospitals gave out certificates of birth to parents.

So if you were born in the 60's or 70's, you may very likely not have your actual birth certificate, and indeed if you've got to get your passport in the last few years, you would find that out. So Obama having only his certificate of birth is not that unusual what so ever.
