Well on this chart libertarian is used in a social sense. RP is not socially liberal, just more so than most of the candidates.

The wordings of the questions on this test are skewed to drive most people to the libertarian answers. Pretty much everyone that takes this test ends up libertarian. (It's run by Libertarians).

Oh yeah, the questions are written in such a way that it's hard to take the results of this test too seriously. Lots of questions are definitely trying to skew you in a certain direction, with wording like "would you do so and so, or are you a heartless asshole?"

Took this a few years ago. At least two answers have gone from "strongly disagree" to "strongly agree" or vice versa.
In America, the word "libertarian" has come to mean conservative libertarian (lower right quadrant) and the word "liberal" means left libertarian (lower left quadrant). This is why Neo Conservatives, Neo Liberals, Anti War Capitalists, Anti Capitalist Anarchists and Social Democrats can all consider themselves libertarian. Everyone has their own idea of what liberty means and how to achieve it, be it war, capitalism or democracy.
Also, you can have liberty FROM something (negative liberty) and liberty TO DO something (positive liberty). Both are important. Left libertarianism is more about the positive (equality, civil rights, healthcare, education, social safety net), right libertarianism is more about negative liberty ("individual liberty" -a loaded term imo, lower taxes, less regulation, smaller government, austerity).
I don't think this test is run by libertarians, though I could be wrong. I believe this is the quiz they give at the American Libertarian Party boothf, which is far more dubious and leading: http://www.theadvocates.org/quiz

The test does have some cultural bias, so I think trying to use these numbers as a way to compare political views between countries is going to lead to some strange results... but on the other hand, I'm not really surprised about where the sift ends up on that graph.
