Not only is "getting wet" not listed as a way to deface the dollar, but it's also pretty obvious he isn't intending to use that dollar anymore, making it completely legal still.

Also, he stole all of the ideas in his rap from a certain website. Lame.

You missed the important part, he isn't going to try to spend it anymore. It's out of his possession now. The law only applies if you are still trying to spend the money. Otherwise, those coin machines that press images into the back of the coins would be illegal. Since it is assumed that you will be keeping the coin only as a souvenir and not as legal tender, it remains a legal act.

@Mcboinkens Actually, I read that coinage has different laws pertaining to them, and that the only legal infraction is to attempt to pass off something as a coin that it is not (slug quarters). You can destroy or do whatever else you want to coins (if you shoot a penny near the rim with a BB gun it makes a tiny saddle).
