Two things:
1-Why didn't they arrest the guy holding the camera, who at that point, judging by the video, was much more of a threat to them (record of the event, seems to have partaken in the same event as she).

2-It seems like the camera man and the woman in question weren't the only two civilians there (seems like others beyond the camera field of view). At some point (please people I beg you) someone has to put down the camera and ACTUALLY RESIST.

If the multitude of video-recordings of excessive use of law are any indication, law enforcement in this country treats the concept of resistance as an excuse and a joke. Assuming this woman was really not acting differently to the video description, the US public needs to teach these people the definition of actual resistance.

Mass passive aggressiveness would serve us all the greatest. I don't feel like that's reasonable given the expectancy of others, and the failure of the occupy movements.

I'm scared that physical militancy is the only thing that would change this terrible government, but might be the only way. I'm more frightened of the idea that it's what they want.

Her crime was not knowing rights and procedure for protesting in Philadelphia (mayor Nutter=fucking Nazi) but her fatal flaw was talking shit to sanctioned thugs with IQs hoovering around 86.

Actually, if they gave her a command to leave the area and she instead started to try to debate them, she was doing something illegal. Failing to comply with a legal command from a law officer is a crime in most states. The cops can come up with a 'legal' reason for the command (in this case she may have been off the sidewalk or, more likely, was doing something to antagonize them before the video starts, making her the prime target).
If she was kicking them as they claimed (hard to tell) then they used restraint by not tazing and/or hogtieing her and slamming her to the ground.
I don't agree with those things, but I do see them as the normal reality.

perception...I don't agree with "them" either and see the ever-increasing justification for such and future similar actions as an affront to humanity as a whole.

These cops are enforcing laws that scream "police state" plain and fucking simple. The less we do to protest, the more motherfuckers they are going to pack into ready-made plastic holding containers and eventually, "disappear."

The real problem I can see here is that these cops are putting food in the mouths of the people they live with in order to feed yet another generation of assholes who may eventually become cops. It's a ludicrous, self-perpetuating clusterfuck.

Yes yes...and "truth" is an idea in the mind of a crazy person...but you don't need to know the truth in order to not lie.
By "normal reality" I mean (my perception of) what is actually happening on a regular basis.
While I may not agree with the level of authority and lack of responsibility average police have been afforded, I also have learned to not intentionally violate the rules while trying to change them. That never ends well for the violator, and often works against their efforts.
To your third paragraph...would your solution be to force sterilization as a condition of employment for all officers, and require they don't already have children? I like that idea (and really, I like almost any idea that causes less children), but I don't really think it would be acceptable to most 'normal' people.

1st amendment says the government shall make no law abridging people's right to peaceably assemble. That's a supreme law, that no lower laws can supersede.

There is no 'lawful' order to make that particular woman leave that particular spot.

Police commands are not obligatory simply because they are given by police.
They could command you to strip naked, bend over and present yourself for an a$$ F'ing.
