If at 0:05 his cigarette suddenly lit and he took a calm smoke from it before proceeding with his rhetoric, this would be the greatest video of all time.

Again, this is some tiny portion of a longer encounter, but it looks like there's no reason at all to be using the tazer.

No, seriously though, this is horrible. Tasing someone should be a second to last resort (guns being last), NOT a first resort.

You can clearly see how easy it was for them to take this guy down even though the taser had no effect. That's exactly why it didn't need to be used.
