When a specific logged in user views a video for the first time, this is called a "unique view." The votes:views ratio is determined by unique views. If you're curious what a queued video's unique view count is, hover your mouse over the "x views" text and it will tell you votes, views, and the votes-to-views ratio.

Thanks for the answer lucky. I'm curious do non-logged in users count for the total views that are displayed? (I get that they don't affect the ratio now). Or do non-logged in user stats just not display at all?

Also, maybe it's something wrong on my end but if I hover over views on unsifted videos I get the views to vote ratio (nothing about unique views), as soon as a video is published I get nothing when I hover over views. Any ideas?

edit: for clarity, this is an example of what I see when I hover over views:
7:12 (0.583333)

once published I see nothing.

As far as the simple count of displayed views is concerned, that's every view of a post by anyone (except the post submitter). There is no special non-logged-in user count stored.

When you hover over an unsifted video, the ratio you see is composed of votes:unique views, so in your example, 12 == unique views.

This information is only available for unsifted videos because it's used for votes-to-views sorting in the unsifted listing and would require a lot of server overhead to also maintain for every sifted video.
