They really are worse than college students, at least in the one I'm currently at. The only time I remember hearing one go off, is when the student has gone to the instructor, and directly told them that the phone will be on due to a personal/family/etc emergency. We have a 0 ring policy, phones can be on vibrate at all times for non-emergency calls if you feel that it's that important, leave the class and conduct the call outside.

Just have one of those jammers that prevents cell signals from being received.
