spawnflaggersays...There do exist Wireless Emergency Alert systems, but I'm not sure what is implemented by carriers in HK. Either way, any such broadcast would go to everyone in a cell, not limited to just those inside a theater. And using it as shown in this advertisement would be quite illegal (in any country).
Now, they could have had a "sign up for free blowjob alerts" in the lobby of the theater that enough people signed up to, and then the software simply bulk-messages those users in the theater.
If nobody in HK theaters turns their phones off, remind me to never see a movie while there.

Chaucersays...There actually is such a thing. I work for a large phone company and occasionally we'll send out group text msg's to certain locations (like a super bowl or some other event) letting people know about some important piece of information.
So I think this is legit. Now I havent experienced a hong kong movie crowd so I cannot say what the mannerisms are for their theater crowds, but 1) they could be expecting this to be the commericals before the movie and 2) they could have had their phones on vibrate. It doesnt look like the whole audience is looking at their phones. I'm sure they had enough cameras located around the theater to capture enough people that have bad phone mannerisms.

Having your car impounded for a month, two months, then sold at auction, and a $1000, $5000, then $10,000 fine for 1st, 2nd and 3rd occurances will stop people from texting while driving.
