Spinning a .40cal bullet on ice

The gun isn't that silent. They are shooting in an open lake area in winter. There really isn't anything around them to reflect the sound back. Also, we have no idea what kind of audio recording quality and range is possible on that camera so it could be auto-adjusting the levels as well.

OK, explain why this is happening please!

Its probably just leftover kinetic energy, plus the fact that snow and ice has a very effective cushioning effect on bullets, it stops the bullet without any damage to it. I've seen 7.62 mm bullets fired by MG-3 (similar to the german ww2 MG-42 machine gun) stopping just by gently gracing the snow 1-2 meters, and they just lay there on the fine snow as if they stopped in mid-air, matrix-style. In addition bullets are given a bit of a spin out of the barrel, but in this video it was probably sped up by the kinetic energy. Essentially, it looks like the same effect you get when dropping a lid or something on the floor, and it goes on forever making noise and settling down while spinning.

It looks to me that the bullet is actually bouncing off the ice and ending up spinning where it lands, the second time he shoots it isn't that apparent but the first time they get it to spin, its spinning in a different area then he was shooting.

On another note why is the gun so silent??

I'm going to assume you don't live in a snowy climate. Snow is great at just completely deadening sound. In winter huge snowplows regularly drive by on a road not 50 feet away, scraping the road surface with a 6-foot wide blade as they go, and I barely hear them in a quiet house. If you're in a remote area with no wind and fairly soft snow on the ground, the absolute silence can actually get to being uncomfortable.
