Been there, ages ago.

People paid a fee for each balloon. They signed their name on the little cards tied to the balloons. Might be an invitation to the "finder" to also donate too. We did this as kids - then we realized this is retarded stupid for the environment so we started to jump ropes or just charge unsanctioned road tolls to help the less fortunate.
