Some people will block that lane to keep others from scooting ahead and making it worse up front. That's what the semi with the dash cam was doing at the time. I don't think that was the intent in this case with the van.

People shouldn't be A-holes and think that they are better than everyone else waiting in line to get through - is the correct answer.

Stay in your lane, don't drive on the shoulder. It's the law.

If they were just travelling fast, it's part their fault. If they were flashing their headlights, honking, 4ways flashing, then only a moron would assume they were just dicks.

That'd be my thought too. If I'd the dump truck guy, I'd look in the rearview mirror looking for signs of emergency. If the driver is pleading then just let guy through... which looks like is the case. Maybe.

I've driven on the shoulder like that many times. All I have is a sign I put in the front window that says MEDICAL EXAMINER and hazard lights.

I'd say garbage truck helped in either case.

If van, like black car, was just trying to cheat traffic by driving dangerously, blocking it was proper.
If it's an emergency, and there's no clear indication it was like having their hazards on, garbage truck helped by getting a police escort before they had a wreck weaving dangerously through heavy traffic.
There's also a good possibility that the van was trying to escape the police, and that garbage truck helped catch them.

According to the YT description, there was no one else in the van, just an impatient driver.

Where I live, people ride bicycles on the shoulder...yes, on the freeways. Driving like that could kill someone....but there's no traffic here, so no reason to drive on the shoulder.
