OK, so here's the thing:

Because their poor motor control / skills mean that their arms flail uncontrollably and unsettle the child. Having them wrapped up allows them to relax, and to rest. Yes, this practice has been around for thousands of years.
- That vehicle is parrot *operated*, not parrot powered.
- Binocular soccer was a one-off stunt for a Japanese gameshow, it's not a real thing.
