Is it a train specifically sent out to clear the tracks? Because it's only got the one car behind it....seems like kind of a waste otherwise to have a train only pulling one car unless it's for a reason like clearing the track.

And yeah, I'd say it's sent out to clear the rails, they'd probably want less bumps and grinds on passengers and freight due to hitting drifts.
