Cyprus Cement Vessel Damages Private Boats in Norway

Authorities are investigating the cause of an incident at Lavengar Marina, Norway where a Cyprus Cement Vessel collided with private boats moored in the marina. There is currently no monetary estimate regarding how much damage was done, although the Cyprus Cement was able to resume voyage. Officials are calling a faulty thruster to blame as the cause of the accident. There were no deaths or injuries reported as a result of the incident.This particular vessel has a dead weight of 4555 tons with an average speed of 11 knots. Upon contact with the private boats, it easily nudged them out of its way, and was able to continue. The exact damage to the private boats however, is still unknown.Contact to the Editor

This video has that sort of horrifying slow motion nightmare quality to it; you keep waiting for the accident not to happen or at least, to end; and it just gets worse and worse; and tug at her side seeming impotent; the very lack of consternation by any visible human seeming to amplify the WTF quality of the entire thing. The slow, oddly quieted crunching noise as the relatively slow turning ship's propellor chews through successive pleasure boats adds a surreal soundtrack.

I know nothing about the intricacies of maneuvering such a ship, so maybe someone can help me out.
She's drifting towards those boats, yet she doesn't go full ahead until ~50 seconds in: why?
And the tug lines to the ship seem slack: why isn't the tug boat going full astern?
Failed chain of communication, pilot/bridge crew playing strip poker?

And the tug probably wouldn't do anything unless deliberately ordered to do so by the harbor pilot/captain---which, WAY late in the video, belatedly happens.
