Nice idea, but I'm pretty skeptical that you could change the entire Earth climate with only fifty ships. Cloud mechanics are notoriously difficult, and even the role of clouds in global warming is far from understood. Some clouds add to global warming by trapping heat and others subtract by reflecting more heat than they trap.
I say this research deserves a lot more funds.

He said they would need 50 ships to be built every year, so the armada could eventually cover enough of an area to have an effect. It could be feasible if given enough time.

wouldn't it be massively changing humidity in the atmosphere... sounds like it would be worth trying but only because if its a bust it really wasn't that much of an investment (on a global scale).

We need to produce more CO2 and heat the earth up more. Its too cold as it is.

How about the pollution-free, coal burning power plants they want to build, where part of the procedure is to bury the CO2??? Why bury CO2 when thousands of metric tonnes of sulphurous-acid come pouring out of the goddamn planet herself, from many many many volcanic ocean fissures? Why don't the GW pundits EVER mention the earth's own contribution to the phenom?? Because they want you to believe in a new money hole.......So the globe is warming/cooling, and the keepers want to keep the dollar bill addiction alive till the Pacific Rim pops....better chance for them to survive in control perhaps?

I'm too lazy to find my source on this...but i remember reading that we are currently getting less sunshine to the surface of the earth then we were just decades ago and it is causing problems with plant life. So lets try to correct one problem and in the meantime, its making other problems worse.
