I also hope the average Sifter is intelligent enough to pick up cues in others' body language to be able to tell when one is acting and furthermore, knowledgeable enough about contemporary comedy to realize that a stand-up artist's stage persona and his actual personality are, in the vast majority of cases, two entirely different things.

That's not quantization, that's phasing - caused when 2 out-of-phase signals (possibly the sound of the audience having been imperfectly captured in stereo in the theater, perhaps due to microphone placement) are bounced down to mono or otherwise combined using panning (could have occured when the clip was ripped and converted to a youtube clip).
Note that Minchin's voice is uneffected as it's a mono signal already (one microphone). If it was quantization noise it would be more audible on Minchin's voice.
