Ya, @pumpkinandstorm this is a dupe of the one @Sylvester_Ink linked to above (I remember it because I upvoted it last time).

I know some people think we should keep dupes in the top 10 until they've run their course and then transfer the votes later, but in my opinion a new vid that deserves to be in top 10 isn't there because an old vid is getting a second/third/however-many shot at more votes.
