This looks like it happened somewhere in Poland. The announcer is speaking in Polish and the guy at the end says "Didn't I tell you?" in Polish.

Because screw you non-waterproof devices!

If your Panther wet, you should try Patton 'em with a towel. Be gentle though, if you're Pershing too hard, you'll get Tiger'd easily.
