I think he's got something caught under the front axel that's burning up from the friction. The vehicle itself isn't on fire. Yet.

I saw this same thing happen to a van passing me one evening, they had no idea the underside was spewing sparks and flames until I cut them off and forced them to stop. By then it created a significant fire that almost took out the van, lucky for them they had a full ice chest that they dumped on to put it out. As it turned out, it was a homeless couple with nothing else but their van. In the back was a bed, few changes of clothes, and some of their possessions all of which smelled terrible. The best I could do was give them a ride to somewhere where they could stay safe for a night.
