NetRunner@blankfist, maybe HCR's passage will open the door to that. In a sense, this is the end of the liberal quest to establish the welfare state. Republicans will eventually realize that this version of HCR is essentially their own idea, and that when problems with it crop up people will want the problems fixed, rather than massively transform or repeal it.
There's still a long list of progressive policy goals we haven't achieved, but there aren't any entitlements left on the list.
That's fertile ground for a realignment of political coalitions, assuming people overcome the inertia of their long-held tribal affiliations.
