The problem lurking behind all of this is unjustified belief, lack of clear thinking, lack of philosophy. "If I hear my sister has been raped, I must rape someone else." Failure to understand individual responsibly for actions. Patriotism, tribalism, religion, all failures of thinking. I suppose you could call it a lack of education....but I have no idea what the practical solution is in Africa.
