2 Suggestions

Here are 2 suggestions for the sift, not sure if they've been mentioned before:

1. Have a 'watch this post' option where you can watch any post, even if you haven't submitted it. You receive an email whenever it gets published, discarded, new comments...

2. Have a reward system for good / funny / intelligent comments. This would act as an incentive to make comments even more enjoyable. I don't think I'm alone in saying that I enjoy the comments almost as much as I enjoy the videos and its what distinguishes the sift community from youtube or metacafe. You could even have a 'best comment thread of the month' reward, with each commenter getting one free published video (like the *quality thing here on sift talk) for their contribution.

"comment rating sucks"

care to expand on this looris? I think it would act as a source of reinforcement for users to write better comments - simple behavioural conditioning.

"is that like more prostitutes for the celibate monks?"

glasses for blind people.. fresh water for dead fish..

"care to expand on this looris?"

sure (though many people already explained this in past).

Democracy if applied in the wrong context (not that there is a correct one) simply fails. Now, voting videos is ok, it may happen that a good video doesn't pass or that a bad one does, but not a big deal.

It would a big deal if a bunch of idiots downvoted my comments for dumb reasons.
Voting comments is like voting people. And is pointless: it should be up to anybody to make himself a personal opinion about someone: reading what he writes, not checking a "comment rating".

Dunno how will this actually be implemented here, I'm simply answering directly to your issue.
