I find the argument that a good apple shouldn't even be in the policing business (i.e. guilt by association) problematic. My argument would be: If I'm a good apple, I'd be all for reforming and fumigating out all the bad apples! My concern about focusing the debate on the ratio of "Good apples vs. bad apples" is that it's fraught with pitfalls. Without "big data" (because the System won't ever allows such transparency), that "ratio" is subjective. It's just an excuse for politicians and legislators to wiggle out doing anything.

The argument should be that a fair, just and functioning society should punish each and every bad apples to protect the good apples and its citizens. Yes, you really choose, cultural acceptance and consequences may be part of how you form your decision, or not, but they don't make your decisions, they inform them. If culture was the only deciding factor, we would still be living in the bronze age where a girl this age would have no viable choice but to have had a few children by now and would likely be dead from complications of childbirth. Fortunately, many have chosen to ignore or contradict cultural norms so we have progressed as a society.

Sadly, while I agree about helping fellow citizens, that's also not without risk. If you try to help and fail, often you might find yourself liable for the damage you couldn't prevent. Even if you succeed, you may find yourself at risk. Years ago, my brother gave CPR to a stranger who collapsed nearby, when the man died he was nearly charged with homicide even though he had done it correctly and not injured the victim. Had he not had thousands to spend hiring a lawyer, he certainly would have been charged and sued. To this day, he can't find out what the man died of or if it was contagious. Civil society is breaking down, and civility is becoming increasingly risky. If you're going to help, get a liability release first. ;-)
