I'm not directly discarding it just to let you notice how sadly the system is flawed: the original got a few more than 20 votes, this one more than 60!!

Would a "merge" function be hard to implement? I.e. when you discard something as a dupe, you pass all the (non-redundant, obviously) votes to the original one.
A little problem could arise if someone upvoted one and downvoted the other, but this is simply solved undoing his vote and allowing him to vote again.

(thought technically can be abused by repeating same submission in the queue and calling dupe...) I would say anything younger than 1 week gets discarded, anything older gets merged to the older submission.

one of the reasons google is EVIL it's because it's soul-less: you don't know who takes the decisions, and if you would it would be pointless because they never listen. That's common in big companies.
