This does look good.

From the colour pallete and motion style, I'd guess it's animated by the guys who did the "Beyond" segment of Animatrix:

Beyond was directed by Koji Morimoto of Akira fame. Tokikake's director seems less known, having directed a Digimon and Sailor Moon movie among others.

The connection is that Madhouse did digital paint on Beyond, probably why I see a similarity in the pallete to the movie you posted:

Agreed this was an excellent anime, the ending made me cry like a girl in fact and yeah it's incredibly well made, particularly in how they animated the backgrounds of scenes, instead of just making them looping/static.

Is this by Studio Ghibli?
