This is what you get when you appoint upper corporate management to run the regulatory agency of the same industry as the corporation they work for. Many USA regulatory agencies are run by people who worked in the industry they regulate both before and after the regulatory job. This is a HUGE conflict of interest and a huge opportunity for bribery that doesn't look like bribery (in the form of payroll in the after-job). You might as well hire foxes to guard the hen-house.
