PaybackI'm sure they are. The behaviour is probably food reward based though. An experience is not safe if the words "you won't die or get mauled as long as you don't" appear anywhere in the description.
I'm not saying diving in general is safe, but you can minimize the risks with training, careful planning and procedures.
There is no planning or procedures that will make wild animals safe. ESPECIALLY the ones that aren't afraid of you and expect to be fed.
