Even in a city where everyone is used to winter driving, black ice under the first snow is a perfect sign of the months ahead. Safety tip : don't get out of the car!

The plow guy was the biggest fool. You NEVER plow DOWN a hill, especially without chains or studded tires.

I don't know, I sort of viewed it as a sacrifice for the greater good - spreading all that salt could well have prevented several more accidents.

I know you're being funny, but if that was his actual intention, he should have backed down incrementally. The fact he's just using, at best, winter tires alone is also foolish. His company or department would know conditions were bad enough for chains.
