That's no program...that's Mario Paint, one of the (then-) most innovative "games" for the Super Nintendo. Fifteen-color pictures, music, and animation all done with a mouse! God bless the SNES...!

Well, it was originally Mario Paint, but the program used in the video is "Mario Paint Composer," available here from unFun Games.
