I just looked at the written rules on the FAQ page. I didn't see anything about thumbnails being limited.

You're right, discussing this is probably over-the-top. I don't have time now, but I'll start a sift talk post about this later, as I'm fairly certain that when this feature was introduced, it was made clear that we shouldn't be using thumbnails that aren't in the video. *return

"Do not misuse this feature or you may be banned. All thumbnails must always correspond to content contained in the video."
