Psychologicsays...Someone did this several times while I was playing. It affected about half of the server (frequent scrambles) and the healing ended up being much faster than what is in the video. Eventually the only real ways to kill people were headshots, backstabs, and large crits.
I'm sure it gets old quickly, but it's quite fun when entire servers have regen.

Psychologicsays...^ Valve knows about it, but I'm not sure if they've said anything about it. Either way, it hasn't been fixed yet, and it's becoming rare to find players that don't know about it.
Edit: Looks like they finally patched it.

I believe the visible payload outline was added with the engineer update (July?), though it may be dependent on video settings as well.
ForgedRealitysays...It's already fixed guys.
