Hmm. I don't think CG... maybe editing out the water jet? Or tether? Or wires? It's not as bad as that bear video, haha... a little tougher to call... I'm not ready to call it fake... though it is significantly smaller than the hulking jetpack engines we've seen.

Looks like it might be a small jet engine. I'm guessing the backpack might hold the fuel. It looks like there's some sort of external hose connected to his leg (but not touching his leg.) Perhaps a fuel feed pipe?

Zapata achieved the feat Saturday morning off the coast of Sausset-les-Pins in the south of France, riding his Flyboard Air hoverboard for a distance of more than 2,252 meters (7,388) feet). That far surpasses the previous record of 275.9 meters (905 feet, 2 inches), set last year by Canadian inventor Catalin Alexandru Duru."
