Now would this be free or interpretive??

This seems strangely scripted and strange.
Why are there people filming him dance while no body cares about the accident?

I dunno, seems like it could definitely just happened. The crash looks to have happened and been handled, so all was left was the broken hydrant. I can definitely see someone taking advantage of it to do this.
