How do you know that this guy has a low IQ? Lack of education and poor circumstances do not determine a person's genetic intellectual capacity. A person is not genetically inclined to intelligence because he has a PhD. Contrary to Sift belief, religious people, who on average have more kids, are no less intelligent than Atheists. Again, education cannot change your genetic makeup. I like to think that this man is suffering from ignorance, not mental incapacity.

Honkeytonk, it'd be astonishing if neurotechnology and socialized reprogenetics aren't in widespread use by the end of the century. If you can change your brain with neurotech to make e.g. studying math highly rewarding, a lot of the stubborn problems society never seems able to solve start to fade away.

Genetics are only the starting point. Education can indeed increase a person's effective intelligence in much the same way as exercise can improve one's physical performance. Any part of your brain that you don't use tends to degrade over time, so sustained intellectual activity over one's lifetime does have a positive impact on intellectual performance. Genetics just dictate how your brain responds to stimulus.

An inverse correlation has been shown between religion and education. Religious beliefs are much more prevalent among high school graduates than among college graduates (and especially more than doctorates). I don't think that speaks directly about intelligence though, since it is more likely about learning multiple alternative views of situations.
