If there were only 7,000 millionaires out of the roughly 310M people in the US, that would be approximately 0.00225%.

7,000 isn't even close to the real number. It's more like 300,000, or about 0.1% of the US population. Just guessing, but that 7,000 is probably more like the number with annual income of at least $1M.
