Tradition. This goes way way back. It's purely ceremonial, but it's one off many old traditions practiced by armed forces everywhere. I imagine it has its origins in boredom, but it's pretty spectacular when done right. Plus, among servicemen, it showcases precision and discipline, things of which soldiers are proud.

My gut feeling is that the "witnesses" in this are actors too. This is a viral video with the tag for a movie (hitting theaters today, btw...) at the end. I would think that pulling a stunt like this with real unsuspecting citizens would result in actual heart attacks, physical injuries, assaults upon one or more of the actors, plus numerous calls to the police. I believe that every aspect of this is staged.
