The owners are letting the cat run around the neighborhood, which is irresponsible. I've had neighborhood cats destroy my gardens with their feces and urine. I sympathize with someone who decides to protect their property by taking out local predators.

I'll bet that cat won't be going back to the yard where it was shot, though. So a near-miss is as good as a kill in this case.
