Voting Voting System
I propose a Voting Voting system.
All votes should be subject to a vote on whether or not the vote should be counted as a vote. it would only be a couple of extra buttons. We could aggregate all the stats and award people fractional vote privileges, so that successful vote voters could get like 1.5 votes per future vote, or more, depending on how many votes their voting votes get.

jwraySlashdot already does this with meta-moderation. That might be why the comments there are not as bad as the comments on Digg.

Why stop there? Videosift can be the first site on the internet that allows for voting on any element, including any other vote, to an arbitrary depth.
