The prosecutors have been a major let down. The Geneva convention we know today was ratified in 1949. The accords of 1929 were found to be totally insufficient to protect POWs, civilians, infrastructure, etc. Yes, Germany did appear violate it's vague provisions....so did the allies. That's why it was strengthened in 49.
