I think the straw that broke the camel's back was the spending. You are right that if McCain were pushing all of these policies the drones in Congress would go along with it, but the spending flies in the face of common sense.
If you are in debt, do you go out and buy a Ferrari? Of course not, and neither should the gov't.

Regardless of the merits of the case, does anyone else think 10 million is kinda high for this?

Let's assume that the cop is in the right and the guy deliberately ran over his foot with the intent of causing injury. Even then 10 million strikes me as an absurd number. How can you justify that? He wasn't crippled, and even if he had to take (being absurdly generous) 1 year off work, unless cops are getting paid a lot better than they used to be, that's still probably not even 1 million.

That said, the driver is still a dumbass and maybe 10 million is the amount required to hurt him.

My point is really not that hard to get but I suspect I won't be able to get any further with you on this. When someone makes reference to the "the incredible RISE in police violence" I'm interested in knowing whether they have done their homework and actually studied the subject or not, and can offer something more to the discussion than some college kid painting protest signs.

And I pretty much got my answer in your post:
"No studys that I know of, it is a fairly recent phenomenon". The Rodney King beating happened in 1991, was that too recent a phenomenon to be included in any study?

One last time, a rise in the number of videos you can find of police brutality on YouTube is not the same thing as a rise in police brutality. I've seen plenty of videos of police brutality all over the internet and television for years, they enrage me just like anybody else. But if you think it's a fairly recent phenomenom that's on the rise because it's trending on the internet I wouldn't know what else to say to you.

No studys that I know of, it is a fairly recent phenomenon. Start looking around you, can't imagine people not seeing it.

Ya if you haven't seen the rise first hand it's hard to show. A canadian cop was fired recently over a taser incident where he killed someone....in youtube search police shootings. I saw one where the perp was shot IN THE BACK as he ran. Another where a cop's pistol went off accidently and he shot a kid in the head (ok that might have been an accident) Also start looking at MAINSTREAM media, there's lots there on the police state. Also look up the G20 riots in Toronto.
I have nothing to cite because it's happening all around us daily.
