We just couldn't imagine that working with American kids, they would all target the complainer. It was quite a lesson on how civilized they are, and how far behind American manners have fallen.

It also ignores the reality that there is a good deal of self-interest and self-dealing in government agencies. Perhaps a more realistic view is to tax at rates that optimize productive economic activity within the system.
