Those minimum speed laws are only on highways and freeways in most places, not congested city streets.
As was mentioned above, riding on the sidewalk IS illegal in most places.
Sorry, but that is the law, and it's the law for a reason. You should never be held up for more than a block. If it's still too inconvenient, you could petition your local government to create bike lanes to fix the issue. Until then, the roads must be shared with all vehicles allowed to use it. (Where I live, people actually ride bicycles on the freeway!)

There is a similar phenomenon in the San Francisco Bay Area in California. Around dusk every day in the springtime, a 'tidal wave' of fog flowing eastward from the coast would hit the western foothills of the peninsula, and arc gracefully over the 280 freeway like a massive, slow-motion crash of water. From 20 miles away it looks like a tidal wave, capable of wiping out all of silicon valley, is just frozen in place at the edge of civilization. Up close, it's like surfing your car through the barrel of an enormous wave.
It's one of the most beautiful things I've ever seen in my life, and it happens almost daily there.

We'll have the churches turn their backs against the teachings of Jesus and convince millions of Americans that Jesus meant the opposite and they'll vote for us thinking they are doing the Christian thing. Sure one or two people will lose faith and hate Christians [your's truly included, even if He is real, I'd rather be in Hell than be around Him or His people] because of it, but most of the faithful have been taught to accept anything the church says, so they'll all go along with the plan to fuck over the working class so that you rich people can have your great life.
We'll keep building more and more prisons, we'll turn them into profit making centers and incarcerate more people than any other nation for the good of corporate profit.
Let's make a pipeline filled with highly pollutive tar sands that will create 35 permanent full time jobs so that we can export a great deal of that oil. We'll tell people it's about "energy independence"and about all the jobs it'll create for the couple years of it's construction. We'll ignore the fact that upgrading our nations infrastructure would create far more jobs not only in the long term, but significantly more jobs in the short term as well., and that's just upgrading our electrical grid, not counting upgrading our freeways, bridges, dams, railways and the like.
Let's make more and more war, because war profits off killing a bunch of what we'll sell as savages is really good money for the rich.

Both sides have good and bad... well the left have good and bad. The right has people brainwashed into thinking they are doing good and the Lord's work...even though it's 100% opposite of what He taught... I hate myself for having ever voted and arguing for Conservative or even Libertarian "logic".

Considering that just walking backwards under no duress on the edge of a busy freeway could be tricky, doing so while overflowing with adrenaline and a potential threat continuing to advance on you... yeah, it's not like taking a nice leisurely stroll.

The most important question to answer your suggested solutions is: what happens next?

The problem is there's no answer to the question because no one knows what might or might not happen. Again, cops can't put themselves into a position where they have no idea what their next move might be because they're yielding to the potential threat in front of them and handing them the power to control the situation.

I'm assuming your judgement could change completely based on more data such as if the truck was carrying a loaded trailer or no trailer at all. Another question, if you don't mind answering, which ties into part of your comment... Is it true that if two vehicles are speeding both at say 10 over, then the person in the heavier vehicle should be pulled over as they represent the biggest 'threat' all other things equal?

Safe to the extent that there was room, with a car length behind and ahead... That is how most people drive in town, or with less room. You do realize this is on a freeway, not in town, right. At freeway speeds, that space was too tight to be safe. Putting a car in that space makes that car immediately at an unsafe close distance to the car in front of it and behind it. At 60mph less than a car length between you is unsafe.

You also still seem to be repeating that the truck had no business being in the fast lane? Look at the start of the video, our truck driver is having to SLOW DOWN to match the speed of traffic in the fast lane. He absolutely is not too slow for that lane.

Finally, per the space available for that lane change, there is no way that car makes a lane change into a space that small, and does it that slowly without ever checking their shoulder, unless they are a terrible, terrible driver.

You have no idea what kind of driver I am, that's not me in the car. I would not have tried to pass, and if I did you better believe it would have been faster and more complete than the driver here. I have consistently said she was unsafe to do what she did. You can drop the ad hom for me too, I've been driving for over 28 years including 5 years of delivery service, with one accident due to black ice (no one else involved) and I did off road racing for years as well. I'm almost a professional driver, how about you?
Not having a cell phone law making it illegal, and it being the reason you lose a civil suit have little to do with each other. It's proven that it's unsafe to do, no matter what your state law is on the subject.
Once again, she was unsafe, as was the trucker. The trucker intentionally made it more unsafe and caused an accident he could and should have easily avoided. No matter what else you argue, that makes it 100% his fault in my state.

I think truck's fault because....
First, the truck should not be in the fast lane, it's being passed by traffic, not passing traffic. He's too impatient.
Second, the truck intentionally speeds up to block the car. When it started the lane change, there was room. When you change lanes, you look sideways to be sure there's room, then you move over while looking forward. If someone speeds into the space and hits you from behind after you start the lane change, it's THEIR fault unless you slam on your brakes to make them hit you.
Third, the truck, trying to block the car, moves WAY too close to the next car, tailgating insanely. Watch the black car speed away terrified.
Fourth, the truck passes the car on the shoulder, them moves back into the lane slightly squashing it. The truck knew the car was there the whole time but just refused to brake.
Fifth, the truck was speeding. The truck speed limit is 10mph below the car speed limit on freeways, and the truck was going faster than the speeding cars, so almost certainly speeding by over 10mph.
Sixth, and indisputable, the trucker was on the phone, making him at fault as much as if he was drunk, no matter what he did driving.

As I see it, the car was less than safe, but the truck was an intentional dickhead that STARTED the film by driving badly, and ended with an accident he'll pay for. It's on film, he saw the car changing lanes and sped up to block it refusing to let her merge, passed it on the shoulder after it had passed him and entered the lane, and hit the car on purpose because he refused to hit his brakes/didn't want to be passed again. If I was on the jury, I would put it (EDIT)98% on the truck. He had every opportunity to avoid the accident by hitting the middle pedal just a little, but instead stood on the little pedal and seemingly thought to himself "Ramming speed!".

From my experience, and physics class, that should only be true if your brakes suck. Physics don't lie, and I was taught that static friction is ALWAYS greater than kinetic friction...meaning rolling tires grip better than sliding tires every time. If your brakes are able to grip with more 'stopping' force than the sliding tire produces and still allow 'slip', they should be able to stop you faster than sliding.

Perhaps on ice that's true, or other slippery surfaces where the sensors get confused, or with really bad or broken ABS, but good ABS seriously reduces the distance to stop AND retains control by rapidly (thousands per second) pulsing the braking force up to maximum possible force without stopping the rotation. That should be more stopping force than locked tires can produce if the brakes are in good condition.

I've been in the car when an idiot friend decided to prove it to me, and slammed on his new BMW's brakes at about 70mph. The seatbelt hit so hard I had the wind knocked out of me, and we stopped ridiculously fast (WAY faster than when I've locked up non-abs cars on the freeway...repeatedly). Afterwards, he needed new brakes all around, because they gripped so hard and hot it warped the new rotors, but never locked up the tires...retaining static friction between the road and tire. Dumb...but informative.

Newt, I gotta tell ya, there is no quicker way to stop than locking up all four wheels, other than spinning in the other direction on a dry surface to kill inertia (makes it worse on ice). You just have no control. ABS brake systems actually increase the distance needed to stop, they just provide the ability to control and turn at the same time.

I often find myself thinking that airplanes should have some kind of foghorn to alert road traffic if they're coming down for an emergency landing because there's no way for cars to know the plane is coming down until it's passed you. It's easy if there's a big gap in traffic as seen above, but on my freeways, which are near an airport, that's very rare. (I actually think about this every single day every time a small plane is flying nearby. I keep thinking "Today will be the day a the plane comes down for a landing.")

If that were the US, the cars behind the plane would be honking, flashing their high beams, and swerving around them while giving the finger.

Dying from pepper spray? Unlikely, but people have died from being handcuffed. I've seen dead people who died while taking a nap, people in their 30s. There is risk in everything. Kids die from choking on breakfast cereal. Whattya gonna do?

I remember picking up this dude at the county jail, had some kind of breathing apparatus on him. I put him in back of my cruiser and the a/c was barely working and wasn't reaching the back seat at all, real hot day. I'm watching him in the mirror and he's fading. I thought, good god, this guy could die back there. So I pulled off the freeway and opened the door. 'Get in the front!'. I put the vents on him and he started coming around and before long we were talking football.
Of course, you won't see any video of that.
