Probably just the nature of a developing economy's engineering and production realities; after all, many men died building skyscrapers and the Hoover Dam in the United States---so in 30 years, maybe sooner, no one will quite as cavalier there. But still...

That's quite the dance they are doing there. One miscalculation...one slip in attention...
