I watched a bit of celebrity rehab and he's just on a downward spiral... clearly on something in this clip... and what the hell is wrong with his left eye? It seems to want to escape into the back of his head.

Dude Busey was in a motorcycle crash WITHOUT a helmet in the 80's, his skull was crushed and other gross stuff. There may have been some permanent brain damage as a result, which might account for some of his oddball hyginks! Some but not all-- those bellowing burbs are all Busey, baby.
