Well going slower than the traffic around you is dangerous, so if you go too slow and you're in the fast lane it could be considered to be illegal.

I had a friend that was pulled over for going the speed limit in the fast lane because he was blocking the flow of traffic. No ticket, but yes, you can be pulled over for going the speed limit. (In California, many drivers don't understand the slow-to-the-right/fast-to-the-left concept)

This "slow-traffic-keep-right" ignorance is a problem everywhere, and it boils my blood. I pride myself on getting the fuck out of people's way when they want to go faster than I do.
