The only problem to the free speech argument here is that the hateful (albeit otherwise arguably permitted) expression is on a license plate issued by the State, by which action one might reason that because the State expressly permitted the expression, it also tacitly endorsed it.

Um... I said she can have bumper stickers to her hearts content. Because it's a LICENSE plate she DOES NOT have the right to have it say whatever she wants.

That's the beginning and end of it, the State doesn't want that as one of their license plates... THE END.

Issue One: Stat-issued plates should be apolitical. However, if you're going to foist THIS on the public, then she has as much right as anyone.

Issue Two:
