Actually, it's replacing and bedding ties, the track is moved out of the way and reattached.

@Payback My limited understanding is this machine is replacing the actual track also. This video shows it replacing the rails along with the ties and removing, cleaning and replacing the rock bed https://youtu.be/pJEMcOaRJSg

Looked closer, yes, it does appear to be replacing track as well. You can see two tracks on the other side in several views.
