What? Prison administrators do have some control over how long a person stays in prison, but as far as I know they have no control over prohibitions, arrests, or sentencing. Maybe it would be due to prosecution of crimes committed within the prison?
I have a hard time seeing prison administrators as the reason why the US incarcerates so many people.

Have you ever thought what the lobbyists the prison owners hire to help keep marijuana illegal, and related offenses imprisonable, might have for a motive in a capitalism-run-wild society? If a substance used by 10-50% of Americans (depending on who you talk to) than 10-50% of the public become instant clients!
Besides, what better place to keep black people, suspected immigrants, and surviving natives than out-of-sight? Out-of-mind.
