Paybacksays...One would think that a set screw or shaft key has come loose, and instead of the fan pushing itself around the centre shaft, the coils (which are usually on the fan part for centrifugal reasons) are spinning the shaft, which would be holding the magnets.
Big mess of twisted up wires in there I bet. Probably why the lights aren't on.
