The video is too low quality to determine that. Besides, the cat wouldn't panic like that if it was an empty bath. Conclusion: water.
sickiosays...Showed this to an old cat lady (aka the girlfriend) and we concluded most of those sounds are the sounds of claws scraping against the inside of the bath, maybe a tiny bit of water in the bottom.
